John Bailie – President

J. Bailie

Mr. John Bailie earned his BS in Business from Columbia College, Missouri in 1979, retired (LTC) from the U.S. Army Corps of Engineers in 1990 and then earned his Masters in Program Management from Almeda College, Boise ID, 1995. Mr. Bailie’s career started in 1974, working in project controls and continued this through his US Army career and since 1990 he has been focused on Earned Value Management System (EVMS). By 2005 his EVMS and Program Management skills were recognized by the United States Army Corps of Engineers (USACE) to be the finest in the industry
resulting in Mr. Bailie being appointed/contracted as the Project Controls Manager on a $1.3B multinational chemical demilitarization project involving five nations and thousands of individual projects. In July 2009, Mr. John Bailie and Mr. Robert Bechtold partnered and created Certified Manufacturing Enterprises, LLC. This partnership integrated the resources and experiences of Certified Manufacturing, Inc. and Mr. Bailie’s expertise in project management and controls. Mr. Bailie is a service disabled veteran and a Native American belonging to the MaChis Lower Creek Indian Tribe.

Robert Bechtold – Vice President & Acting Engineering Manager

Mr. Bechtold is responsible for the high level operation of our organization. Mr. Bechtold brings over forty years of experience to CMI. He has served in upper management positions with giants in the industry including Harris Corporation, Emerson Electric – Electronic and Space Division, Space Systems/ Loral, and Signal Technology Corporation. Mr. Bechtold’s roles included Program Director/Manager of large global programs such as The Heavy Terminal (HT) Modernization Program procured by CECOM for the tri-services (US Army, Navy and Air Force) and the State of the Art Medium Terminal (SAMT) Program. As a result of these two very successful programs, Mr. Bechtold was awarded corporate Program Manager of the Year honors. Engineering team is also led by Mr Bechtold consisting of Serena Filler and Dan Polk . Both Serena and Dan have been with Certified for over 15 years and bring valuable corporate knowledge to this area.

Tracey Paskell – Cheif Financial Officer

Tracey Paskell has joined the Certified Manufacturing family as the Chief Financial Officer effective February of 2016. She is responsible for all financial matters on a day to day basis as well as top level management. Tracey received a Bachelor’s Degree in Business Administration in 1986 and worked for a Civil Engineering firm in WPB for 15 years. After moving to Okaloosa County, she took the position of Business Manager for Rocky Bayou Christian School in Niceville, and served there for 15 years. Tracey and her husband, Pat, have 4 children and when not busy with his Civil Engineering firm, enjoy remodeling projects and outdoors activities. Tracey states she is thoroughly enjoying being a member of the Certified Manufacturing management team and is looking forward to spending many great years here.

Michelle Rasbeck – Director of Administration/Bids and Proposals Lead

Michelle Rasbeck is Point of Contact for all sales and bidding activity; working closely with all Engineering, Operations and Quality to bring in new work. She acts as contracting lead and supports all aspects of the business to insure each customer is our Number 1 priority. Michelle also is responsible for the company’s Human Resources to include hiring, training, and benefits as well as acting as the liaison to our Human Resources Management firm. Michelle brings several years of administrative experience to CMI obtained through employment with multiple Defense organizations over her career. Looking for new opportunities to diversify the product line of Certified Manufacturing is another task Michelle works closely with Sales and Operations.

Tim Rasbeck – Operations Manager & Master Scheduler

As Operations Manager, Tim is responsible for leading the team in regards to all daily functions of the Operations world. He insures the customer quality expectations and delivery dates are met without issue. As well, Tim is responsible for all coordination of production planning and scheduling. By meticulous planning and coordination of resources, he ensures that our delivery dates are met or exceeded and keeps an eye on future resource needs which allow us to plan accordingly.  Prior to Certified Manufacturing, Tim spent 20 years in semiconductor manufacturing for Harris Semiconductor in Palm Bay, FL and David Sarnoff Research Corporation in Princeton, NJ.

Elizabeth Allen – Quality Assurance Supervisor/AS9100 Representative

Liz Allen serves in dual capacity role as Quality Supervisor and AS9100 Rep as well as Test Department Supervisor. Liz has been with CM for the past 5 years in various roles. Her knowledge of our products and processes result in immediate impact to supporting current and future opportunities leading the team to insure all customer quality expectations are exceeded. Quality Team consists of Inspectors and Test Technicians Guy Lampton and Kaden Lewis.

Working together, the Certified Manufacturing organization is able to provide agile manufacturing to meet diverse and constantly changing requirements. We are uniquely qualified to respond to the Quick Reaction needs of our customers as well as long term, multi-year, turn-key programs to include kitting, laser wire marking, cable and harness assembly, electro-mechanical assemblies and circuit card assembly.
