Management Team

COMPANY LEADERSHIP IS PROVIDED BY:
Pamela B. Bechtold – President

Mrs. Bechtold, along with Mr. Bechtold opened Certified Manufacturing in 1998. Mrs. Bechtold brings strong leadership and vision gained by many years of large company experience to Certified Manufacturing from the likes of Harris Corporation. Prior to CMI, she gained experience in manufacturing, project management and marketing, specifically in the semiconductor and military satellite communications arena. This gave her broad exposure to both commercial and government programs, domestic and international; all of which has proven instrumental in the growing success of CMI. Mrs. Bechtold is not only focused on customer service, quality and delivery, but she also has a genuine concern for our CMI family. The intangible she brings has melded a group of employees into a family of dedicated individuals that are proud of delivering a quality product within budget and on-time!

Robert W. Bechtold – Chief Operations Officer

Mr. Bechtold is responsible for the high level operation of our organization. Mr. Bechtold brings over forty years of experience to CMI. He has served in upper management positions with giants in the industry including Harris Corporation, Emerson Electric – Electronic and Space Division, Space Systems/ Loral, and Signal Technology Corporation. Mr. Bechtold’s roles included Program Director/Manager of large global programs such as The Heavy Terminal (HT) Modernization Program procured by CECOM for the tri-services (US Army, Navy and Air Force) and the State of the Art Medium Terminal (SAMT) Program.  As a result of these two very successful programs, Mr. Bechtold was awarded corporate Program Manager of the Year honors.

David A. Sapio – General Manager

Mr. Sapio is a highly experienced senior corporate executive with an extensive background in directing and rebuilding corporations making them dominant leaders in manufacturing in industrial, aerospace, marine and other technical industries. He is skilled in the interpretation of market needs and the repositioning of corporations/divisions to capitalize on business opportunities. He is a high-energy leader with a focus on developing motivated talent to achieve new levels of product development, manufacturing, and marketing. Over the last decade he has been working with Private Equity to create value in Aerospace and Defense businesses and has had numerous successes for stakeholders.
In 2004 he joined Kearfott as its Deputy CEO where he returned the company to profitability after the loss of a large Navy contract during the previous administration. Prior to joining Kearfott, he was President of Smiths Aerospace Actuation Systems Inc. in Whippany, New Jersey, a manufacturer of motion control equipment. He joined the company in 1994 when it was a loss making operation owned by GEC Marconi. He was instrumental in turning the company into one of the most profitable enterprises in the industry.
With a broad background in Manufacturing, Engineering and Business Development, Mr. Sapio previously held responsible positions for General Electric, Boeing, Moog, and Dowty. A graduate of Rensselaer Polytechnic Institute with a degree in Aeronautical Engineering, Mr. Sapio’s career spans both Defense and Industrial markets. His experience includes over 25 yrs in General Management. In 1992, Mr. Sapio won the Boeing Presidents Award for Manufacturing Excellence for his achievements at Dowty Aerospace, Los Angeles. With credit to the teams he created, he facilitated the development of many advanced products representing hundreds of millions of dollars in new business. While at Smith’s in 2003, he led the company to achieve the Lockheed Star Supplier Award from Lockheed Missile and Fire Control Division for the improvements on the supply of systems and equipment for MLRS.
Mr. Sapio was a company representative for the AEROSPACE INDUSTRY ASSOCIATION between 1990 and 1994 and was nominated to the Board of Directors in 1993. Mr. Sapio was a member of the board of GENERAL AVIATION MANUFACTURERS ASSOCIATION from 1995 to 2003. Mr. Sapio was on the Board of Directors of the Florida Federal Contractors Association from 2011 to 2013. Mr. Sapio lives in Connecticut and is a recreational skier and sailor. He and his wife, Jodi will be moving to Destin, Florida and join Certified Manufacturing, Inc. on February 19, 2018.

Tracey Paskell – Chief Financial Officer

Tracey Paskell has joined the Certified Manufacturing family as the Chief Financial Officer effective February of 2016. She is responsible for all financial matters on a day to day basis as well as top level management. Tracey received a Bachelor’s Degree in Business Administration in 1986 and worked for a Civil Engineering firm in WPB for 15 years. After moving to Okaloosa County, she took the position of Business Manager for Rocky Bayou Christian School in Niceville, and served there for 15 years. Tracey and her husband, Pat, have 4 children and when not busy with his Civil Engineering firm, enjoy remodeling projects and outdoors activities. Tracey states she is thoroughly enjoying being a member of the Certified Manufacturing management team and is looking forward to spending many great years here.

Harold J. Serrano

Harold J. Serrano has joined the Certified Manufacturing team in May 2017 as our new Operations Manager. In a nutshell, Harry will be responsible for managing the day to day production team to insure Certified Manufacturing meets all contractual production schedules for wire harness assembly, CCA and electro mechanical build requirements. Harry brings over 30 years civilian and military aviation experience as a successful, goal-driven General Manager for DynCorp. He also held roles as Production Manager, Operations Manager for L-3 Corporation, and Quality Assurance Engineer for the Department of Defense. Harry brings broad experience in fast-paced aviation environments with expertise in project scheduling, managing budgets, quality, environmental/health safety (EHS) management, team building, training, and aircraft system analysis. As a retired U.S Navy Senior Chief with 24 years of Naval Service, Harry is also a graduate of Embry Riddle Aeronautical University with a B.S in Aeronautics. Born in Germany, raised in Puerto, Harry and his wife, Cindy, and their one son fell in love with the beautiful panhandle of Florida and made it their forever home. As a rated pilot, Harry spends most of his free time flying or remodeling properties.

Michelle Rasbeck – Director of Administration

Michelle Rasbeck is responsible for the company’s Human Resources to include hiring, training, and benefits as well as acting as the liaison to our Human Resources Management firm. She also acts as contracting lead and supports all aspects of the business to insure each customer is our Number 1 priority. Michelle brings several years of administrative experience to CMI obtained through employment with multiple Defense organizations over her career. Looking for new opportunities to diversify the product line of Certified Manufacturing is another task Michelle works closely with Sales and Operations. Michelle and Tim moved to this area 10 years ago and have two sons currently serving in the miltary.

Tim Rasbeck – Master Scheduler

Mr. Rasbeck is responsible for all coordination of production planning and scheduling. By meticulous planning and coordination of resources, he ensures that our delivery dates are met or exceeded and keeps an eye on future resource needs which allow us to plan accordingly. Prior to Certified Manufacturing, Mr. Rasbeck spent 20 years in semiconductor manufacturing for Harris Semiconductor in Palm Bay, FL and David Sarnoff Research Corporation in Princeton, NJ. Mr. Rasbeck attended college in upstate NY and is an avid Philadelphia Flyers fan!

Judy Newton – Sales Manager

Judy Newton is responsible for developing and generating quotes and proposals for our customer. She has over 16 years of experience in managing bid activities and is especially adept at monitoring, tracking, and controlling all aspects of a program life cycle from award through delivery. Judy works directly with key internal personnel such as production, master scheduling, QA and material buyers to ensure customer satisfaction and organizational success. Judy has two sons who are currently in college and loves to follow football (go ‘Noles) and garden.

Quality Assurance

On behalf of Certified Manufacturing , we are announcing the immediate appointment of Nettie Davenport as Interim Quality Manager, following the departure of Quality Manager Robert Salter.
CM is excited that Nettie has agreed to serve in this capacity as we carry out our plan to find a permanent Quality Manager. Nettie has been with CM for the past 15 years in various roles to include Quality Manager, Manufacturing Engineer, Program Manager and Trainer. Thank you for your support and we look forward to growing our business relationship!

Engineering-Training

Nettie Davenport moves into an engineering role from her previous tenure as QA Manager. Ms. Davenport continues to be our certified NASA STD 8739.4 trainer as well as our IPC/WHMA-A-620 and J-STD-001 compliance trainer for all new hires. Her knowledge of our products and processes will result in a quick transition and immediate impact to supporting current and future opportunities.

Also on the team are manufacturing engineers Serena Filler, Brandon Scalzo and Technical Lead, Dan Polk. Brandon has been with CMI for the past 4 years after graduating from Old Dominion University. He worked as a test technician and recently was promoted to the Engineering Department. This well rounded team is dedicated to a quick response of any customer issues, etc that arise during their planning/review phase.

Working together, the Certified Manufacturing organization is able to provide agile manufacturing to meet diverse and constantly changing requirements. We are uniquely qualified to respond to the Quick Reaction needs of our customers as well as long term, multi-year, turn-key programs to include kitting, laser wire marking, cable and harness assembly, electro-mechanical assemblies and circuit card assembly.
